I'm having this problem with both the 1.9.8 and the latest 1.9.9 releases and both the gui and the command line versions. With forced tracks deselected, the track IDs are 4 and 5. With forced tracks selected, the output subtitle track IDs are 4 and 6. The problem seems related to the track ID number.
